CITY COMMENCED FY 2025 BUDGET

To Create the Future by Sustainable Management

Based on the approval by the city assembly last March, Iruma City has commenced implementing its budget for the 2025 fiscal year. Expecting a continuing increase of prices, the City’s budget for the general account for FY 2025 will be 55,310 million yen, 8.0% increase year-on-year, which is the biggest amount ever again. The highlights of this year’s budget include:
● Subsidizing newly opening private nursery schools,
● Consructing the new building for the new Seibu Junior High School,
● Rrenovation works of Chiku (District) Centers,
● Building a new central kitchen for school lunch,
● Faciliating the supports for chidlren with development disorder,
● Constructing the new building for City Hall.

NEW SCHOOL YEAR STARTS THIS MONTH FOR
IRUMA’S JAPANESE LANGUAGE CLASSES

SATURDAY CLASS AT SANGYO BUNKA CENTER:
The classes are held on Saturdays from 2:00 p.m. to 4:00 p.m. at the Sangyo Bunka Center. The new year for classes starts on Saturday, April 5. Participants are grouped according to their fluency. The Sangyo Bunka Center is a 15-minute walk from Iruma-shi Station.

WEDNESDAY CLASS AT SEIBU BRANCH LIBRARY:
Classes will also be offered on Wednesday mornings from 10:00 a.m. to noon at the Seibu Branch Library in Bushi. The new year for Wednesday classes starts on May 7. Cultural events such as a cooking class will be scheduled. The Seibu Branch Library is a 5-minute walk from Bushi Station.

 

For both classes, the tuition fee is 1,500 yen for the first half of the year (up to the end of September). Child-care services are available for the duration of classes (Prior registration is necessary). Applications are now being accepted at the Chiiki Shiko-ka in the City Office. Observations are welcome.

Spring Tutoring Room for Non-Native Children on April 7 (Mon)

Iruma International Friendship Society will offer a tutoring session for students whose mother tougue is not Japanese. This spring, the class is scheduled on April 7 (Mon) at 9:00 a.m. with a special focus on arithmetic which many students feel is their weak point. And of course some fun times with tea and sweets. The venue is the assembly house of Iruma Ekimae Plaza (5-minute walk from Iruma-shi Station). TUITION IS FREE!

PENSION PLAN BILLS TO BE MAILED

All residents of Japan who are 20 years of age or over are subject to contributions to the National Pension Plan (kokumin nenkin). The premiums is 17,510 yen per month for the 2025 fiscal year. Except those who have subscribed to the “koseinenkin,” corporate employees pension system, all the participants will receive bills from Japan Pension Service (Nihon Nenkin Kiko) early this month.
Students are exempt from premium payments by request. A request can be made at the City Hall and Chiku Centers by presenting the student ID card, personal ID and Pension Handbook (nenkin techo).

SHINGLES VACCINE PROGRAM IS CHANGED TO BE “REGURAR”

Shingles is the same chickenpox disease, which can occur in all age groups. However, you will have a higher chance of developing shingles when get older due to having weaker immune systems. It causes a painful rash on one side of your body or face. It is said that one of three people experience shingles by eighty years old. Complications like neuralgia occurs in 20% of shigles patients.
From April 1, 2025, shingles vacciation is a “reguraly” offered vaccination (means not voluntary) for elderly citizens. To those who turn 65, 70, 75, 80, 85, 90, 95 or 100 years old in the fiscal year 2025, the city will send a coupon with questionnair early in May. With the coupon, you can receive a vaccitaion for a reduced cost. There are two kinds of vaccines available.

Iruma City also has a program to provide subsidy of 4,000 yen per shot for adults 50 years and older. You can apply with your certificate of vaccination and receipt within one year after receiving the vaccine. However, this program will discontinue on March 31, 2026, because the above vaccination program starts.

NEW TENANTS BEING ACCEPTED FOR PREFECTURAL APARTMENTS 

Application forms will be handed out until April 21 at the Toshi Keikaku-ka in the Iruma City Office and Chiku

Living Tips★RECYCLE WASTE COOKING OIL!

In order to promote zero carbon by encouraging resource circulation, Iruma City signed an agreement with UCO CONNECT Co., Ltd. and Mitsui Sumitomo Insurance Co., Ltd. on the collection and recycling of household waste cooking oil in 2023. Since then, used cooking oil from households is collected at several places in the city and recycled into raw materials for biodiesel fuel and bioplastics.

HOW TO TAKE WASTE COOKING OIL FROM YOUR KITCHEN TO COLLECTION BOX
(1) Cool down used cooking oil and remove all the remains by filtering.
(2) Put the oil into a PET bottle, and tighten the lid on the bottle.
(3) Place the bottle in the collection box at a collection site. That’s it!
Collecting and recycling waste cooking oil not only reduces waste, but also leads to reduced CO2 emissions!

RESULTS OF CITY ASSEMBLY ELECTION

The election for the members of the City Assembly was held on March 16 and the results were announced the same day. Twenty-two elected members, including five who were elected for the first time, will serve their four-year term. 41,147 out of 120,716 eligible voters (34.09%) voted in the election.

ATAGO SHRINE ‘OTORO’ FESTIVAL
April 19 (Sat) and 20 (Sun) from noon to 9:00 p.m. at Atago Shrine in Toyooka and along Machiya-dori. This is the spring festival for Atago Shrine which has a 700-year history. Machiya-dori and a part of Hanamizuki-dori will be closed to traffic during the festival celebrations. Bus routes passing along these roads will be changed for the two days of the festival.

NEW TEA LEAVES FESTIVAL
May 1 (Thu) between 8:45 and 11:30 a.m. at the tea garden beside the city office building. Celebrate the new season of green tea! Free give-away of nursery tea tress and green tea bags, demonstration of hand-rolling tea processing, serving of freshly brewed tea and sales of packed tea.

IRUMA TEA FESTIVAL
May 3 (Holiday) between 9:15 and 5:00 p.m. along Kagiyama Sakaemachi-dori. The whole street changes to a festival site. Events include sale of new tea leaves, a show for children, performance of school bands and much more.

May 5 (National Holiday) from 10:00 a.m to 5:00 p.m. at. Jido (Children) Center. Lots of events for children, including driving of model trains, a walk rally, free planetarium and much more! No registration is necessary.

They help to find medical institutions in your area and provide information on healthcare and welfare systems in Japan. To use the interpretation service,first make an appointment with AMDA on a day when AMDA provides service in your language, schedule a hospital visit on the day, and call from your hospital.
One appointment is for 30 minutes only.

Consultations and information on everyday living are offered in 13 languages* by phone and in person, Monday through Friday, 9:00 a.m. to 4:00 p.m..  Consultations with specialists on labor, immigration and legal issues, which are offered in cooperation with the Association of Certified Social Insurance and Labor Consultants, Tokyo Regional Immigration Bureau and Saitama Bar Association respectively, need a prior appointment. 
 
They also provide intermediary interpretation services over the phone, basically upon request from municipality (prefectural/city/town office), hospitals and public institutions in the prefecture.
*13 languages: English, Spanish, Chinese, Portuguese, Korean, Tagalog, Thai, Vietnamese, Indonesian, Nepali Russian, Ukrainian and plain Japanese.
